i dont believe so as an effect not an object........ I dont know if that makes sense? it doesnt to me lol
to be clear I never made these... I recovered them..
But no i didnt use blender... once you have the files like .stl etc you just upload/store them on steam workshop.
If you actually mean created, then No blender is to "basic" to make animations, you can only make 3D solid objects.
To make better and animated models you need to use something else like UNITY,
