Report a translation problem
the blueprint itself is named riverbed/short river and you should find it under your blueprints once subscribed. It might not show though if you are missing a dlc i used pieces from (a lot of south america/aquatic pieces).
You could try to toggle the unpurchased dlc items and see if that is the issue.
I tried placing it and it still worked for me. Does it say why it cannot be filled? The water surface is supposed to be a little lower than terrain surface, maybe that's the issue.

Hi Jen, thanks a lot. No real instructions here. I put a sign in the blueprint that should help placing it. Once placed, delete the barrier around it. Et voila :) The linked tutorial can help you with a path over the bridge.
On a side note: I found that the biomes seem to act a little different when it comes to the surface. I originally built this in a tropical zoo and when I placed it in a desert exactly the same way, the water lillies were not above the water surface anymore. You just have to fiddle around a little with that, I fear.
