You need a mod for the road to be fully functional

To make the road behave as a bus-only road, you need to be using either:

Bus-Only Road Enabler or

TM:PE (road restrictions need to be set manually)
Please note that the two mods are mutually incompatible.

A single-lane, one-way bus-only road without parking spaces.
