確かに「サービス」というゲームの観点ではオフィスが妥当かもしれません。ですが、この外観でオフィスは私個人的には？ですので商業カテゴリーとして公開しています。
すでにご存じでしたら申し訳ありませんが、「Ploppable RICO」というModがあります。こちらを利用することにより、商業施設をオフィスとしてゲームで使用することが出来ますのでお試しになってみてはいかがでしょうか？

Nice interior work!

This is an example of a building that would be better off classified as an "office", not a "commercial" building, IMO. In-game, commercial buildings require physical goods to sell, but offices do not. Real-life laundrettes don't sell goods, they sell a service, so they should be offices. (The only down side is that you can't zone offices until your town is quite large, unfortunately, at least in the vanilla game.)
