Better Scutum Shields.

I made this mod to solve what I feel is an error in the game: roman troops getting chewed up by arrow fire. This adds 5 to armor on units that use Scutum Marian and it changes the probability of an arrow kill from 50% down to 25%. Rome used these shields for a reason, and since the faction doesn't have good missile units its long past time to make Rome a force that can still match horse archer factions. Units that it works for should include standard Legionaires, Praetorians (both kinds), and Veteran Legionaires.
