Yeah, I did eventually bump into the 81 tiles mod when I was previously using the 25 tiles. Now I got it all working. Thanks for your help and positivity!
The airfield island was added as bonus build space for modded players. You'll want the 81 Tiles mod for this, the current latest version is here:

You don't by chance have the Tides mod active do you? There's zero reason I can see for the sea levels to fluctuate. If you don't have the mod my only suggestion is to let the simuation run for a while, so whatever is happening has a chance to balance itself out. Alternatively, if you have Extra Landscaping Tools you could hit the Reset Sea Level button (under the Water tool) a few times to balance this out. Hope this works, let me know how you get on.
The sea level rises and falls so that the starting position, the airport island, and other lower parts are constantly hit by floods.
