Lets you core occupied countries with high compliance through the decisions tab.

Not ironman compatible

Coring costs 50pp per occupied country and requires 80 compliance. The reason I did it by country and not state is to avoid clutter on the decisions list if you own a lot of land like the UK.

AI cannot core land this way for the time being as most people didn't like that.
