Rather than put Steam into Offline mode, I instead temporarily block NMS from connecting to the game servers while I click "complete" on all the phases - you only need to collect the smaller things if you plan on continuing to use the save afterwards (or you fancy trying to copy it all over to your main save with the save editor).

Once there, Download the rar file. You can see the button above the "what do you need" portion.
After you download the rar file. Extract it.
Now you will get all of the JSON files from exp 1 - 10. All of this are auto complete and you don't have to play it.
Copy the JSON file of any expedition and go to: Local Disk (C:)/Users/ Your username(Name of your PC)/AppData/Roaming/HelloGames/NMS/st_76561198102721109/cache.
Once you are on the cache folder copy the JSON file of any expedition you want and paste it. Click replace all.
Now in order for this to work you need to go offline with your steam. To go offline simply click steam(upper right corner) -> Go Offline(Under sign out).
Launch NMS then create a new game with the expedition selected.
