HV/MV Road Access Buildings

Description
Boilerplate buildings to allow road vehicles access wire constructions not connected to actual buildings. These are copies of vanilla HV/MV 3-joint with 1 joint removed, minimal construction cost and fires disabled.

Will be useful for those who build for resources. Because you won't need helicopters in case your wires construction split in more than 2 blocks, be it on purpose or not.

@RayKaino The idea is that of you build for money, you don't care about wirelines segmentation. But when you build for resources, you can only build segments directly connected to a building. Then if the game decides it does not care about your gameplay, it can split the wires into 3 segments and you will have to cancel them and re-plan. OR use this building as an access for your vehicles.

It is the only purpose of the building: bypass the issue with resource-built wires. You will spend one extra bus with workers to build it, but after the construction is complete, it will basically work as a regular MV pole - transfer electricity with no need in fire control.

a MV 3 war junction with fires dissabled would be something wonderous indeed, but I'm not sure how one would use this mod...
