All DLC is needed. (In the process of continuing this city with one mod added of 25 tiles)

This is mostly vanilla game. The three mods I used were the the unlimited soil and unlimited ore and oil and First Person Camera. I used a few assets from the workshop, which are a few roller coasters, other than that everything is vanilla.

City is 9 square tiles big.
Population: Roughly 150,000
Traffic: 65% to 70%

If you want a challenge, try fixing the traffic to get it over 90% and in the green. This city was specifically made for Biffa to fix. Hopefully he can.

The Challenge
Rules:

1. Fix budget/cash flow. (Profit is always changing from in the negative to in the positive, get the cash flow only positive, in the green)
2. You can NOT delete anything that ask if you are sure you want to delete it like: Clinics, Fire Stations, Police Stations, Monuments, Train Stations, etc... The must stay.) Loophole: You can delete them, if it pertains to the first rule of fixing the budget, like deleting an electricity building to save on cost. They can not be deleted to fix traffic,
3. Everything that deletes with one click of the mouse using the bulldozer can be DELETED like: roads, tracks, trees, fences, rocks etc.
4. It is alright to change zoning.
5. Traffic over 90% and in the green.
