if you use this mod, it seems vessels you released might be Gestalt empire even if you are not.

Tried using this with Ethics and Civics Classic (as well as bug branch) but it doesn't add an additional ethics points.

Does this still work? I even put it at the top of my list, and it doesnt load at all. So maybe just doesnt work in current release of game?
