Maybe, there's already a Red Queen texture in Khoir's DMC Weapon pack . And it's been a while since i've made a terraria texture, so i don't really know how it's going to turn out.
I know that this reply is very late and by this point you've probably figured it out,
but just in case and to potential future readers.
Simply change the white pixels in Projectile_927 to the colour that you want, in this case yellow using an image editor. You might want to use a darker shade of it though. And try to follow the shading of the white pixels
The Projectile_927 texture is hard coded to constantly shift colours, hence the rainbow effect on the base in-game texture. By using a darker shade of yellow you should be able to slightly negate this colour shift effect, but not completely.
Also, the base texture has this "white blur tint" surrounding the solid pixels which causes a "glow" effect in-game, this might ruin the colour that you want, you should remove this blur. Unless you're able to properly change the tint to yellow
