Use client cvar "simf_firstpersonsounds_enabled" to change modes:

"0" - disabled
"1" - enabled

After changing the mode you need to restart the map or reconnect.

needs a lot of optimization every time i turn on the lights it makes me go down from 120 fps to 40-30 fps
