National Security Law
Enemy spy works 2 levels lower when working in your territories,and you spy works 2 levels up in foreign territories. All foreign rock bands, misssionaries and apostle cannot enter your territory. However all your cities -4 loyalty and -2 amenities. Garrisons at each city increase the city's loyalty by 4 and amenities by 2. (Because wihtout the garrison some people will be influenced by the west, and make riots. Luckily we have the national security law and China is safe again).
