High Elf Tempests (Handgunners) - SFO Submod

Description
Just an increase in HP, cost, range and damage to make the unit a bit more appropriate for SFO.

As a submod, this will not work without the rest of the mod.

It might need an update as most mods lately have needed one with the newest SFO patch hopefully your mods won't need it I'm going to test them out soonish
