by doing that, you or the AI will not become OP.
File is located under Steam\steamapps\workshop, then search there, Seach a file name like "German", if no results, go to Documents\My Games\Sid Meier's Civilization V then look for the mod folder.
Im sorry, Civ 5 is not currently fully installed on my pc so I cant really tell whichi folder you need to look on to. (installed but no mods are on it)
BUT once you find the folder, look for the buildings folder anf look for the "Palace". The palace contains the said boost.
