Long if you want to change Byzantions culture, save a game while console is activated. This will make a save file thats not compressed. This will allow you to edit it. I use notepad++ to edit the save files. Search in the save for tag="BYZ", this will take you to the data related to Byzantion. Then search for primary_culture="propontic" (or whatever the main culture of Byzantion, you can also just search for primary_culture=") Change propontic to roman (keep lowercase) and when you reload the save, Byzantion will be primary culture roman with an accepted noble stat for propontics. This method works for all nations.
The farmland change happens. But the roman noble pop didn't spawn.
