Adjacent enemy cavalry units receive -1 Movement and -10 Combat Strength. Agenda: Slayer of Emperors Tries to conquer his neighbor, and has no hesitation to conquer city states. Likes civilizations that clear out barbarian outposts, provided they are not his neighbor.
