BPL Clipping Remover 3x3 (Snowfall compatible)

Description
No more patches of snow in your lots when loading up in winter!

BPL Parking Spaces are already Snowfall compatible (unlike Parking Lot Roads lots, which are covered in snow), but I noticed the included Clipping Remover was not when I loaded up in Winter with Environment Changer (see first image).

This is a fixed version of the Clipping Remover for Snowfall compatibility. Also made it slightly larger at 3x3 and fixed the UI priority so it's at the end of the list of BPL items instead of in the middle.

Found in Road Maintenance menu with all the other BPL items.

Let me know if the UI priority isn't a good spot, I made it so it should come up at the end of the list of official BPL items but didn't test it with the Unofficial BPL Expansion set.
