Description
I dont want to say anything about this. I already see three Build&PVP mods like this.
Type !fight !build !spec to switch modes, or you can type !playmode for a fancy popup( I guess ).

Some convars:
thel_playmode_delay -- Delay between switching modes
thel_playmode_allowspectate -- Allow "Spectate Mode", turn it off to protect players' privacy(lol).
