after the romulan war, orbital starship construction facilities became more common. this advancement allowed more freedom in designing ships and allowed a few war veterans to go a little overboard with their designs. the bismark only had one prototype constructed and due to the strain it placed on the reactor, it caused power brownouts every time general quarters was sounded. However, federation express had agents in san francisco shipyards and they managed to copy the designs for most of the rejects. all the ships that were non viable, or bad for the united federation of planets' image are at their disposal. in fact BAP-255 "Mighty Horizon" has been in operation now for fifty years. The board of directors have nicknamed it the "tritanium cheese grater".
