Report a translation problem
I think breaking it into 3 rooms and clearly making the player feel there is nothing they are leaving behind is well done here. (A lot of puzzles forget to enforce this understanding) Also the use of elements is not over done. Each element of the puzzle feels meaningful and worthwhile. Like I said all it needs is a bit more tension in solving it.

Connecting an EMITTER to its target RECEIVER will not cause the stutter effect.
It is only if you connect the RECEIVER to its source EMITTER that causes the stutter.
what causes the rapid on/off effect. When using a <laser beam into a laser receiver>
to open a door or panel,
1. The RECEIVER properties must be set to CONNECT to the door or panel.
2. While the EMITTER properties must NOT be set to CONNECT to the RECEIVER.
3. A pair of portals or a reflector cube is what will make THAT connection.
In the second chamber, when redirecting the laser into the reciever,
the laser rapidly cycles on and off. I've seen this in one other map in the past.
It MAY be the result of a incorrectly set property of the laser OR receiver,
unless of course no one else sees this effect, in which case maybe it's
just me. The panel still opens into the next chamber in any case. :)
