Win conditions:
- 55% electricity from renewable sources
- Electricity production of 1,000 MW
- Play 5 game weeks
- Less than 1,000 amount in loans
- Have more than 0 money

Lose conditions:
- Play 6 weeks
- Population under 20,000

OR
- Play 10 game weeks
- Average ground pollution over 15%
