Richelieu leads France as an alternate leader for Catherine de Medici.

Leader Trait:

Day of the Dupes: A Spy appears in Richelieu's Capital City when the Theology is discovered. Spies come in the game with the "Disguise" Promotion. Shipyards yield additional +1 Production and +2 Gold. +33% Production towards Naval Melee in cities with a religion.
Cities with a Harbor District, including La Rochelle, can not be put under Siege.

Agenda:

Red Eminence: Establish a spy network and an effective army as soon as possible. Do not like civilizations which condemn these activities.
