Byzantine Civil War Fix

Description
As you may or may not know, the fascist civil war which is required to get the super secret leader for Byzantium is currently broken, and instead of flipping you to fascism and starting a democratic revolt it just keeps you as democratic and gives you a random new leader. This mod fixes that.
