Default CSS MP5 HQ Sound Fix (VERSION 1)

Description
Using That 1 Guy's tutorial on fixing the hz issue on the CSS Mp5, I created this fix so everyone can enjoy the new official MP5! This version requires you to rebuild your audio cache (snd_rebuildaudiocache), and changes the in-game sound scripts. Please don't use with other sound mods, as it is incompatible! :)
