Note: Mostly all the skulls have to be done on Legendary difficulty. The easiest way I have found to collect all the skulls is to play with the Scarab skull and the Sputnik skull...

From the beginning, you'll see Sgt. Johnson come and tell you its time to go, do NOT get into the tram with him until he says the words "Would it help if I said, please?" It can take a few minutes.



Once you enter, the skull will be on a box that the tram goes by, be quick to pick it up when you go by.

You're going to come across this area (there are two rooms similar, this is the second time you come here)

Do crouch jumps onto the following platforms and follow along with the screenshots





then just follow the rail to the end, and the skull will be under the trash can

From the beginning, crouch jump twice in the first room/hallway you enter, and go down the dark hallway from the way you entered

DISCLAIMER: THIS SKULL IS COMPLETELY RNG, I DID THE EXACT SAME PROCESS FOR OVER HALF AN HOUR AND IT ONLY WORKS RANDOMLY. Feel free to YouTube a different strategy as there seems to be quite a few...I personally do not recommend Maka's Guides method as that was the first one i tried for half an hour before i tried the following method below and it worked on the second try.

From the beginning, do the same process of getting the Blind skull




follow the route I take







Once you get to this roof, on the other side is an alley...in the alley you will see a jackal spawn and the music will change YOU MUST KILL THIS JACKAL FOR THE SKULL




then continue around the roofs








Wait in the room with the sniper for about 10 seconds, if it didn't spawn you will have to try again.

After the tunnel, you will come across an open outdoor area where you can backstab the jackal and a gauss warthog his driving around



Climb up the big arch looking thing in the center, you may have to grenade jump if you can't get the crouch jump right




Once you get to the top, go around the building towards the way you came

Once you get the banshee part, fly down and follow the path below

When you come across this room, from where you entered it will be the ledge to the left, crouch jump and the skull will be next to some non-hostile floods

Upon entering this area, if you stick to the left where the turrets are, go all the way to the back wall, and there will just be a series of crouch/grenade jumps

After the first gondola ride, just inside the room you enter, to the right will be a rock to jump onto and a ledge after that to go outside





just follow the path below to the skull

Once you get to the part of the mission that has the flashy light above you, youre going to want to jump on the pillar to the right, and grenade jump up the second level




Once you get to the level above, I believe the skull is in the farthest section

At the very start of the mission, turn around and you should see a cave. Basically go through that cave and keep walking straight and you should find the skull.

When you get to the first outside area, go to the opposite end, and do some crouch jumping to get to the top of the rock, and follow the path all the way to the end (watch out for the grunt)








(Grab the Cortona toy too if you haven't already!)

(Make sure you have Sputnik on)

Once you progress to where the armory room is, right after you leave that room turn around, and grenade jump up to the skull

When you get to the big door that leads to the energy sword in the middle of the room, take the grav lift to exit, but hold down the pick up button because the skull will be in the middle of the lift

After the Scarab/Johnson cutscene, get in one of the banshees and proceed to the structure that Tartarus is in




fly to the left of the door and land on the curved-ish area and get out (right where the game tries to force you back)
Walk towards the back of the structure and go up the ramp to find the last skull
