Reworks combat so that defence base values and terrain modifiers are less extreme. Entrenchment is more important now when defending. Supply is also more important, both attacking and defending. Soviets receive more industry and Germany receives less industry from focuses. German AI won't start new wars if they are too busy fighting their current wars. USA picks useful advisors and does not become communist or facist by it's own actions. The AI focuses on it's own continent as long as there are enemies left. Only after that it goes further.
Since v3.1 AA has been reworked to require more ~40 air attack for max protection. AA guns do inflict more casualties.
