It seems like the new April Update actually adresses this, so this mod is no longer necessary and possibly even broken by the update (haven't tested that yet)
No one knows if the Viceroy was neutralized before the save. We don't even know what city the Governor was in.
This means that you can't go back to it automatically.
> that's a pretty huge thing, so if my governor gets neutralized, then returned - it means if I save and then load back, the governor will not be able to be in the city at all?
