Remove City Ranged Attack

Description
This mod removes the ability for cities to attack units with its ranged attack ability. Made it because i'd rather cities not be uses as weapons as they currently are in civ 5. Wars should be fought with armies, not cities.

I tried experimenting with turning city range to 0 and stuff a couple years ago, I am glad someone made this because I dislike it too.

I really love this mod. I always found city attacking to be ridiculously strong. This mod gets rid of it and really promotes defending a city with units. It makes defending newly settled cities amidst barbarians that much more essential. It makes attacking a city less of a headache and defending one more interesting. Highly recommended.

Yes, the unit still takes damage form attacking a city. It just doesn't give the player or ai the option to attack units with their ranged attack.

If your city is attacked by a melee unit while this mod is enabled, will the city still defend itself against the attacking unit?
