Non-Historical event options removed (declining panay, tank treaty, rhineland, etc.)
Non-Historical focuses removed.
Removed unnecessary tags nations.
Quality of life changes.
Minor balance changes that can be toggled in gamerules.

There is a problem with the cheater trait in the mod because it is unclear how it works with the mutually exclusive things cause I don't have 2 mutually exclusive but i get cheater trait anyway. PLS FIX
