Sotek the Plague-Scourerer

This is part of my Lizardmen Tweaks and Improvements mod; https://steamproxy.net/sharedfiles/filedetails/?id=2547778430 - so no need to subscribe to this if you're already subbed to that.

Tehenhauin, Red Crested Skink Chiefs, Red Crested Skinks, The Cohort of Sotek and Bastiladons with Ark of Sotek are all now completely immune to both Skaven plague and Plague of the Crow attrition innately, because Sotek says "nah" to that nonsense.

Also probably should make the Cult of Sotek faction as a whole immune to those two but I'm not 100% on that, that bit seems like it might be more complicated.
