Ever wanted your fire-rate lower than 1? This Item is for you!

A new item called Low Fat Milk

Effects: Sets your tear delay to -100, permanently.

This is mostly for testing purposes, as the title implies, but if you're feeling spicy, it is in the treasure room pool.

Too broke for repentance so I'm not too sure, since I think the tear fire rate system has changed (maybe not under the hood though), if someone else can test it lmk :).
