It depends on keyboard. American keyboard is the button above tab, however the keyboard I use is Scandinavian so the button I have to press is Å which is two buttons to the left of Enter. I suggest if you have a keyboard other than the US then change it to US for playing Fallout. If you have already downloaded the US keyboard on your PC you can simply press ctrl+shift to change it quickly between US and your Language (alt+ shift if your keyboard doesn't have lattin letters). Alternatively you can google what button opens the console on your keyboard.
