Tiered SciFi Thrusters

Description
Complete overhaul of Tiered Scifi Thrusters.
All values recalculated and adjusted as follows:

T1. 2x as powerful as vanilla, 2x as expensive.
T2. 4x as powerful + 5% thrust bonus. 4x as expensive, 5% reduction of components and power consumption.
T3. 8x as powerful + 10% thrust bonus. 8x as expensive, 10% reduction of components and power consumption.
T4. 16x as powerful +15% thrust bonus. 16x as expensive, 15% reduction of components and power consumption.
T5. 32x as powerful +20% thrust bonus. 32x as expensive, 20% reduction of components and power consumption.

ummm... was checking this mod with the build info
the Large grid small ion thruster T2's power comsumption is not right, im expecting this to take 13.44MW to run but it only takes 3.36MW, which is the same amount for the vanilla version of this. and the small grid small ion thruster's idle power is onlt 1.6W while im expecting it to be 16W, i think thats all, plz fix
