Improved Cargo Module Upgrades

Fixed version of the Cargo Bay Upgrades with greatly increased effect.

This is an original mod by crymson i took it over fixed it and tweaked some minor settings and descriptions.

This mod should not cause any crashes or issues since it is very close to vanilla but if it does cause any trouble send me a message on the official avorion discord @YoLord or directly to YoLord#7378 since that way I can and will reply faster.

As per usual I am not the one to blame if your savefile does get corrupted or you loose progress (but that shouldn't really happen anyway).

Do note that the module % values do not amplify module flat bonuses.
