I have a German translation here.
Neighbors that will receive AE will be limited to ones with 3x or less the development of the nation.
It does make more sense now that a bigger neighbor would be weary of a new rival might be rising when their power is comparable.
So no more Ottomans in a coalition against Aq Qoyonlu :)
