Description
Policies were overhauled to be more balanced and well as having powerful capstone finishers to encourage filling out a policy tree. Based on Reform and Rule by Machiavelli and the NQ modpack's policy trees. This aims to be a combination of the two with the authors personal tweeks.
This mod is a standalone.

The tradition tree has 3 policies that ONLY help the capital. Hence the finisher gives a large boost to national wonders.
Liberty has policies that only benefit getting large numbers of cities up quickly. The finisher of +10% production to all buildings may not seem like much. But it saves 1000s of hammers in production.

How does this balance liberty vs tradition because it seems to heavily favor tradition
