Penalty is prison, where you end up from "Storage" POI:

I had tested POI in survival , and I have added in the PersonalContainer : Pulse Rifle T2

Projectile Rifle Round - 500

Heavy Armor

But I'm not a good shooter, maybe less ammo is needed. :)

Spawn Name: Penalty

POI Properties: Key: PersonalContainer Items

Pink core - POI cannot be destroyed.

POI is part of "Rise of AI " Scenario . That's why the text is there on LCD Screens.
