VF EF - Federations Expanded Patch

Description
Patch for the 4 new law categories that Federations Expanded adds.

Removed one of the law categories for Empire federations, because it just transfers diplomatic weight, which my mod already does. So this patch deals with 3 category additions.

This will not be updated until Federations Expanded is. This patch should still technically work fine, I believe.

Just FYI, the descriptor still says 2.7.2 but this works in 3.0 (as it was just updated!)
