Increased Normal Mining Laser Efficiency

Description
This increases the efficiency and range of the old school mining lasers.

The only downside is that increased range on scrapping / mining turrets means your AI pilots spend 5 minutes flying around to re-orient themselves to an asteroid they were originally right next to.

Increased ranged actually DECREASED my efficiency lol. Hooray for stupid captain AI!
