Chorus (Riot) of Talos

Description
A short living riot has broken out in Whiterun's Wind district. A bunch of angry followers of Talos got into a frenzy over the whole christmas cheer in the air, and now have nothing to believe in from it, and have begun slashing everyone nearby, even themselves!

Or just the cigarette from the spy would be awesome to have for the player to be able to use like an armor (by this I mean putting it on and taking it off of the character.)
