Description
Changes the Heroic Epic to give the Morale promotion to every unit in your empire (like the Statue of Zeus) rather than just new units built in the same city as the wonder.

The Heroic Epic was an extremely awkward National Wonder to make use of, requiring you to first build a Barracks (an expensive, situational building with limited use) in every city, and then actually take the turns to construct it. The Production cost of the building increases with every city in your empire, so wide building civs or Domination civs can't really build it reliably. And even when you do build it, it's bonus is underwhelming. The +15% Combat Strength bonus is nice, but it is only given to new units you train in the city with the Heroic Epic in it. This drastically lowers the use of the wonder, as generally you will be building it in one of your core cities (if you build it at all), but most of your troops will be built in your frontier cities so they can get to the front lines faster. All of these problems combine to form a wonder which very few people want build, and those who do build it only do so because they have nothing else TO build.

So I've made a simple change, which applies the Morale promotion to every unit in your empire, retroactively to units that already exist and to new units regardless of what city they are built in, identical to how the Statue of Zeus functions.

Perhaps in the future I'll see about making it like the Kilimanjaro natural wonder, and have the promotion applied to units who enter/stand next to the city where the Heroic Epic is built, but for now this seems like a good change.

Actually, after intense testing, making it like the Kilimanjaro seems better. With the actual way all units end up with that promotion (AI included) and lose the special meaning of having specialized troops on important cities and such, not to mention that it makes even harder to fight more advanced empires with primitive units.
