Useful manpower

Description
Manpower in Imperator Rome is a really expendable resource, especially if you're an empire. This mod adds four new decisions that make manpower much more useful.


_Decision list_
Order your men to administer realm - adds 20 PI
Order your men to guard roads - adds 3 stability
Order your men to improve the justice system - removes 4 tyranny
Order your men to write reports about previous battles - adds 15 military experience

Every decision costs ⌈3000+0.07*max_manpower⌉ manpower and also removes 0.25 agressive expansion (because you are basicaly demilitarising)

please update for the most recent patch, I love this mod but don't want to run into crashes or other errors when I use it hosting MP campaigns

Not the modder, but editting the mod is easy enough; I don't know how to do your specific request, but if you want to make it fair, just replace
ai_will_do = {
factor = 0
}
with
ai_will_do = {
base = 1
}

If you are able to make it so the AI will do these things, but only with conditions of more than 90% of manpower, must be at peace, and must wait 10 years between each time (so AI doesn't spam it with its increased manpower cap and recovery) that would be really good

I like this, good idea to make use of manpower during peacetime. To much over use can cripple you in an unexpected war. I like it alot. +1

Could you add a build roads option? Would be nice to have roads build without having to constantly move my armies or press a botton for every indevidual provinces.
