NCR service rifle

Description
Adds NCR Service rifle- cheap, easy to make, reliable weapon from fallout universe, with lovely wooden furnish.

It has less accuracy than assault rifle, does not shot in bursts, but still has high fire rate.

It takes less components and time in order to make it, compared to AR , but still needs precise rifling.

I have no doubt it's not compatible with combat extended, but I'll just put it out there that I would use this mod and the NCR faction one if it was combat extended compatible.

I know it must be a complicated thing to make a weapon mod compatible with CE, so I'll respect your decision to make a patch or not.
