Description
Allows to max. out every available skill.
Increase the number of skill points to 40.

Sequence of skill points per lvl:
Lvl. 2 = 1 skill point
Lvl. 3 = 2 skill points
Lvl. 4 = 3 skill points
Lvl. 5 = 4 skill points
Lvl. 6 = 4 skill points
Lvl. 7 = 5 skill points
Lvl. 8 = 6 skill points
Lvl. 9 = 7 skill points
Lvl. 10 = 8 skill points

@Captain Butters this mod affects both AI and player generals, I even think it's not possible to do it player only
