Does your "cheat" has any kind of financial effect or is this equal to the in game one?

Sorry forgot to add description. I upload it to steam because I play from different computers and wanna have all my mods somewhere online. The difference is that it provides 10x more education in a increased radious. Its kind of "cheat"... it will educate your citizens faster
