And download the following fix (original microsoft). Restart the pc


Now the discovery servers will be operational again, along with the unlocking of the two NPCs in question

This fix only useful for Windows 7 Service Pack 1 or Windows Server 2008.
Useless for people running newer Windows such as Windows 10 1903+ (till 2004). Newer Windows has no issue with the game currently so it's just old OS problem.
