[BNW] Senshi's Peru-Bolivia (Andrés de Santa Cruz)

Adds the short-lived Peru-Bolivian Confederation into the game, under its Supreme Protector Andrés de Santa Cruz!

Supreme Confederation: Internal Trade Routes eliminate Occupied Unhappiness and provide Gold equal to the amount of Food or Production sent out. Gain an additional Trade Route slot for each enemy Capital conquered.

Rabona: Unique Peru-Bolivian replacement for the Gatling Gun. Has a greater range than the Gatling Gun and may Indirect Fire, at the cost of weaker Ranged Strength. At the beginning of your turn, the Rabona heals adjacent friendly units if it did not enter combat on the previous turn.

Puerto Libre: Unique Peru-Bolivian replacement for the Harbour. Grants the Coastal Raider I promotion to newly trained naval units, and allows both Food and Production to be traded internally as if the city had a Granary or Workshop. Enemy civilizations receive twice the usual amount of Gold upon capturing this city.
