The Missing Teufort Turtleneck for Scout and Engineer - (The Scout model only Works on the "Player" Model)

Yes, I misspelt Turtlenecks - ON PURPOSE!!!

This is a fix to the Garry's Mod Workshop Item and the missing (removed) from the Game cache file TeuFort Turtleneck

The Scout will only work on the "Player" Scout due to the way the shirt sleeve rolls up on the HWM model.
The Engineer model is a simple neck wrap and works on both the Player and the HWM models.

These models are completely stand-alone, their model and material names are unique. (In other words does not use model or material names of other items. The original overrode the sd_shirt models for the Scout and the Engineer)
